The Blue Badge Scheme: Who Qualifies and How to Apply

A Blue Badge lets people with a disability or health condition that affects their mobility park closer to where they need to be. It belongs to you, not your car, so you can use it as a driver or a passenger in any vehicle. Since 2019 the scheme in England has also covered people with hidden (non-visible) disabilities, such as conditions that cause severe anxiety or distress when travelling. This guide explains who qualifies, how to apply, what it costs, and how long it lasts across the UK.

What a Blue Badge is for

A Blue Badge gives you parking concessions so you can park closer to shops, services and your home. In most of England and Wales it lets you park:

  • In designated disabled parking bays
  • On single or double yellow lines for up to 3 hours, as long as there is no loading ban and you are not causing an obstruction
  • Free and often without a time limit at on-street pay-and-display and parking meters, in many areas
The rules are set locally, so always check the signs and your council's scheme. Some areas (including parts of central London) run their own arrangements where the badge has limited use, and the badge does not by itself exempt you from the London Congestion Charge, you have to register separately for that.

Who qualifies automatically

If you are aged 3 or over you get a Blue Badge without further assessment if any of these applies to you:

  • You get Personal Independence Payment (PIP) with 8 points or more for the 'moving around' activity (you can't walk more than 50 metres)
  • You get 10 points specifically for 'planning and following a journey' (descriptor E) under PIP, the main route for hidden disabilities
  • You get the higher rate of the mobility component of Disability Living Allowance (DLA)
  • You are registered blind (severely sight impaired)
  • You get War Pensioners' Mobility Supplement
  • You have a lump-sum benefit from the Armed Forces Compensation Scheme (tariff levels 1 to 8) with a permanent and substantial disability that means you can't walk or have very considerable difficulty walking

Who qualifies after an assessment

If you do not qualify automatically, your council can still award a badge after assessing how your condition affects you. You may qualify if:

  • You can't walk, or find walking very difficult, because of pain, breathlessness or the time it takes
  • You have a non-visible (hidden) disability that means journeys cause you very considerable psychological distress, or put you or others at risk
  • You have a severe disability in both arms and drive regularly but can't operate parking meters
  • You are a child under 3 who needs to be near a vehicle for bulky medical equipment, or for quick emergency treatment

The council may ask for supporting evidence from a healthcare professional, and can sometimes arrange a mobility assessment. The hidden-disability route (added in England in August 2019) means conditions such as autism, severe anxiety and some mental health conditions can qualify, even where there is no physical walking difficulty.

  • Scotland: £20
  • Wales: free
  • Northern Ireland: the scheme runs through nidirect and a £10 fee applies

How to apply

You apply through GOV.UK (or nidirect in Northern Ireland), and your local council makes the decision, usually within 12 weeks. You will need proof of identity, address and your benefits or medical evidence, and a recent photo. Frequently asked questions

Do I automatically get a Blue Badge if I get PIP?

Not for any PIP award, it depends on your points. You qualify automatically if you scored 8 points or more for the 'moving around' activity (you can't walk more than 50 metres), or 10 points for descriptor E under 'planning and following a journey', which is the main route for hidden disabilities. If you get PIP but don't meet those point thresholds, you can still apply and be assessed by your council.

Can I get a Blue Badge for a hidden disability?

Yes. Since August 2019 the scheme in England has covered non-visible (hidden) disabilities. You may qualify automatically with 10 points for the 'planning and following a journey' PIP descriptor, or after assessment if journeys cause you very considerable psychological distress or put you or others at risk, for example with autism or severe anxiety. Does the Blue Badge belong to me or my car?

It belongs to you, the person, not to a particular vehicle. That means you can use it whether you are the driver or a passenger, in any car you travel in. You must not let other people use your badge when you are not with them, misuse can lead to a fine and the badge being cancelled.
